Changes in France in 2025!

As we start a brand-new year, there have been a number of changes in laws affecting mobility and relocation in France in 2025.

For your customers living in France or planning to move to the country, here are the highlights:

Housing

  • A new law came into effect from January 1, that means that all short-term rental properties will need to be registered with the local authorities. The so-called “Airbnb law” may impact the number of furnished properties available.
  • A ban on renting any property for new and existing leases that do not meet a required with energy performance rating of G will come into force.

Transport

  • From January 1, Paris, Lyon, Grenoble and Montpellier, have introduced tighter restrictions in their low-emission zones. Diesel vehicles that were manufactured before 2011 and petrol-powered vehicles from before 2006, will not be allowed into the city centers or inner suburbs during certain hours.
  • Starting in January 2025, 30 new towns will become low-emissions zones (ZFE’s) bring the total number of towns and cities in France with a ZFE to 42. Anyone driving in a ZFE will requires a Crit’Air sticker that identifies the pollution level of the vehicle.
  • Speed limits will change on some roads to reduce emission and noise pollution. Paris and Grenoble will adopt a limit of 30km per hour in the city center.

Residency

  • Arrivals in France who are seeking a residence permit, will likely face a tougher language test in 2025. According to the Immigration Bill adopted in 2024, only those passing the French language exam will be granted certain residence permits and the new changes could be implemented sooner than expected.
